Nevertheless for my own part I would make such promotion quite the question. I believe A. Sinclair Southey had proved an able man and I would take the earliest opportunity of recommending him to you. I beg to enclose a copy of a Minute by Mr. Rogers.
On the subject of Mr. Mallalieu I can say nothing at the moment. The only instances of promotion of Colonial Surgeons are Mr. Wallen and Dr. Bolton, both favourable.
I know Sir C. Macpherson has been largely in Mr. Mercer's favour.
